It's more than one, thats the only logical excuse to have the Stig...
Manufacturers send their own test drivers, who are probably insured in some sort of way to cover themselves if they crash, they also have probably tested the car 100x times before it gets to top gear.
The whole reason the Sitg was created was so they could put different drivers sent by manufacturers and pretend it was one person.

Agreed, but I was always under the understanding that it was just a pool of drivers - whoever's available comes along.
