What's the cut off period for them sending a speeding fine for a fixed camera?
I was thinking 2 weeks iirc.

nope don't be fooled on what you hear. It took approxamtly 4 weeks for mine to come through, and when it did come through it will come with a short "questionnaire" asking if it was you at the wheel time of incident, then couple days-week later another one will come through asking what you'd prefer to take, either £60 & 3points (depending on your speed i think) or a Speed Awareness Course £110 (may vary), i chose to take the speed awareness course which is in January next year

The NIP must be sent within 14 days but if it takes more than 14 days to get to you thats your problem sadly..
