Now I've been Staying in Warrington, Where the car is registered for quite a while now and havent been near stockport for quite some time.
What do i do do i just send the form back saying i wasnt driving or do i ring the police Informing them there's a RINGER of some sort on the road?
Whats teh likely outcome

Well they get a pic so will be able to see it on the car?
i would inform the police to back your self up.
after all they can not prove that ypu was driving the car, just that the plate is registered to you,
you may need a way to prove that you was not in the area at that time

there should be a 'form' with the letter asking you if it was you, or someone else like a "questionnaire" sort of form, jsut tick the appropiate one and you should be ok providing you can prove it wasnt you.

Most likley to be involved in some sort of crime doing that sort of speed. I dont think you would be stupid enough to do that knowing it would come straight back to you!
Ring the police and ask for the pic

This happened to my mates dad. He drives a 53 plate, Black, Renault Megane CAR in NEWCASTLE
The picture came back and his reg was on a WHITE, Fed Ex VAN and was being driven around LONDON!
He returned the fine notice with pics of his car and a covering letter. Nothing came of it.

Thats a piss take tbh. I'd hate for my plates to be cloned
Get them to blow up the picture of the car speeding big enough so you can see the driver

Also happened to me. Had an insurance company ring my insurers who rung me saying I had reversed into a lorry and caused damaged at a builder's yard and driven off. I told them I was over 200 miles away and it would be hard to cause that damage in a roadster (350z at the time) and they came back saying ''oh sorry it was a Ford Transit''
