i dont have a building manager guy. The landlord is the only person i know.
If i knew who was driving the car, it wouldnt be a problem as i would just have quiet chat about it, But i dont.
You can get the owners details from the DVLA as you have a valid reason for doing so. There is a form to fill in...

By asking a mate to come and tow it away... You have to give the owner notice though. A note on his car saying that the car will be towed if he parks there again is enough. Kinda extreme though...

My block of flats has this, generally everyone is cool about it and parks only in their own space or ones we know are empty... a new foreign tenant kept parking in my space so I just left my car behind his opne day and he soon came lookign for me and I explained the situation

First thing i'd do is call the landlord. Possibly with the idea of having a lockable removable post fitted in the space, maybe offer half for the sake of it (it'll be cheaper than a tow). They sell them in ebay actually.
