Why work for BSM etc.... just do the training and startup parttime with your own business. Once you have a name and are getting steady business take it further.
It'll be hard work but you cant have everything if your willing to do nothing

my instructor did this, started with a smaller company, built a client base, worked on his own and was grands a year better off

The car I learnt with set up by himself, and hes making an absoulte mint.
Bought his own car for it, and hes £25 an hour and always booked up.

would you do it for £13 an hour though?
Say you do on average 6 lessons a day
(6x13) x5 (5 day week) x 52 = £20280
- costs
you cant charge that these days!!! 
even at £25 an hour
= £39000 - car - fuel etc
fuck that....
the least i'd charge is £50 an hour.... but I doubt i'd be popular

i dunno mate, with the sort of car you'd probably choose to instruct in. 17 years old, learning in a skyline

Insurance is surprisingly cheap on cars.
I learnt to drive in a MK6 1.25 LX Fiesta. His insurance, per year, as about £400.
