On most private registration sites, you can only choose from a selection of numbers such as 100,200,60 etc. etc. Is this part of the law? Or is there anyway of getting a more specific number? I saw a chap at FCS who had R172 CUP (obviously on a Clio 172)

are generally withheld by the DVLA for sale afterwards.
Others are sold when in the year the registration is normally being issued. So R172 CUP is just an R reg issued in 1998, someone has bought that car and transferred the plate off it.
Very lucky to find plates like that, never mind buy them. Whoever had it on whatever car it was on obviously knew it was a good plate and therefore sold it. Most people don't realise stuff like that if they're not in to it.
