Yesterday I had an Isreali guy trying to sell me his paintings, gave me the university speech etc. Just now I've had some guy in a Land Rover try to sell me a picture of the house in a frame that was taken in a helicoptor

If you had the guy who was trying to sell aerial photos details then you could report him to the CAA because you need a commercial pilots licence to do aerial photography which if he is selling things door to door he probably hasn't got... That's a long winded way of solving the problem

Ask him for a VAT code on goods that you buy. Also ask him if he pays tax

Id be amazed if he earnt anywhere near enough to pay income tax, let alone need to be registered for VAT
