Massive regeneration work is going on all around the city, so that will probably have a lot to do with it.

I think you mean Edge Lane, as you come off the M62 there is a dual carriageway into town. They have bought up all the houses along this road so they can knock them down and extend the motorway into the city. They are boarded up and awaiting demolition.

The plans have been there for years. That is why the M62 starts with junction 4

I'm guessing this is the road with all the colourful boarded up windows. There were quite a few other boarded up houses though other than these, plus the regeneration work which I guess is down to the Capital Of Culture thing.
