You shouldn't have to?, I've only sold less than 30 things on ebay in about 6 years. I just pay via paypal when the fees are due and have had no hassle?.

You might need to change your account type. I can't remember as it was awhile ago but I'm sure I had to change the account type to a personal one or similar in order to remove the limit and accept the paypal rates. Otherwise there was a £500 limit or something on the account. Have a trawl through the 'my ebay' section or ask in their forums. There is some helpful people on there.

They are trying to get money of me.
I was selling a pair of Timberlands for about £60 but cancelled the item less than a day after i listed it.
So i am refusing to pay it as i have never sold anything on ebay

You pay though to list on ebay, same as you would with any service such as auto trader. It's not their concern you cancelled the auction. I'd read the rules and terms of conditions before you decided to sell anything else

It's just asking you to pay your fees, it does it to me every time, the thing with setting up a direct debit, is so that it pays your fees automatically, but i'd sooner be in control of when i pay them rather than a sum going out of my account.
Go into seller account, and it will ask you to pay by direct debit, or one-off payment by paypal, just use the one-off payment option
