If you are the holder of a paper driving licence

If your paper driving licence has been lost, stolen, defaced or destroyed, you must complete the D1 application form. You must also enclose original documentation confirming your identity and a passport-type size colour photograph. If your paper licence has been defaced this must also be returned. Send your completed application and fee to DVLA, Swansea, SA99 1AB or you may be able to use the premium checking service.

I'm not sure, you might be able to change your pic through filling out that form

Should have the details on the paper counterpart shouldn't it?

there is a way round paying for your points to be removed, just change address(register it to a familes address, then change it back to your own address.
