Of course it would

Have you tried doing a few helium baloons one after another? I remember doing about 6 on the trott at a local 'show' when younger and me and mates all ended up ill afterwards

Indirectly, maybe.

if you inhale helium, you have less room for oxygen, so your body can't cope, which is why you go light headed, helium itself wouldn't kill brain cells, it's the lack of oxygen which would.

The helium you get in balloons is 'industrial', the only way it would kill you is if you inhaled it from the bottle, as the pressure would make your lungs explode

Ok I rang them and they told me they are sending an officer round my house to remove all pets from my care.

It would change the sound of its bark, yes. Helium has a different density to air so sound travels faster through it, changing the pitch.
