asking for a mate,
basically today he was walking back to his car and then the ticket officer putting the info in to his ticket machine, and my friend said he would move the car, the ticket officer replied with, no im issuing you a parking ticket, and then he printed it out and handed it to him, without putting the ticket in the yellow bag or placing on the screen?
so really there no evidence he gave it to my friend, as theres no picture and plus it wasent given correctly as it was not in the bag.
what you think he should do?
thanks.

call the ticket office and say that there is a ticket on your car but you were not illegally parked. then ask for proof ie a photo. obviously they cant supply you with one. im pretty sure they cant do shit without a photo.

The photo is only if they leave it there. They can hand it to you and they don't need a pic.
Out of interest, is the actual offence contestable?

The correct thing to have done would have been get in the car and drive off. There is not point in trying to speak to somone who can't speak English or does such a dishonest job.

Though I thought that the ticked needed to be stuck to the windscreen for it to be valid because if you do just drive off before they get a chance to stick it down the ticket doesn't count...

If the driver isn't present it needs to be stuck down. If it can be handed to the driver that is also acceptable.

The way they go about it in order to meet their quota's.
As Ian has said, they can hand it to the personal in control of the vehicle at the time, which is just as appropriate as placing it on the car.
You could try to find your way out of it by making something up and requesting a photo, although may not be worth the time or trouble tbf.

if you feel the ticket wasnt fair then write to them and put across your case. I've been given several parking tickets, some deserved and some not. I've written to them and had letters back saying the charge has been dropped but if youre in the wrong you cant really complain.
