Just pay it ffs
Although I didn't pay one in manchester a few years back, stayed in some mad hotel/apartment called 'the place' or something and went swimming up past the universities the day after and got a ticket for parking in a disabled bay (didn't even realise it was) so just threw it away and never heard anything

should have gone and bought the cheapest ticket when you got it.
If you send them a ticket within 10 mins of getting the fine with a letter saying you were getting change etc then they let you off

my brother got a ticket and it "blew away" he then got a notice saying he owed double the ticket as he hadn't paid it. he explained he never saw the ticket and they let him off with the original ticket

I've got one like this pending now with the Liverpool Council. I genuinly never got the first ticket though and paid for a Pay and Display ticket but was parked in a residential area which i thought was P&D. Been pending since July.
