I emailed the guy intially and asked how can he come to my house and do the remapping without a rolling, also if I was to send him my ECU via the post how could they do the set up without knowing or see the other modifications on the car.
Here's the responce I got. Still waiting on the postal question.
"right, basicaly you dont have to have a rolling road to remap a car, who ever told you that doesnt know what there talking about, rolling roads can help the process but are by no means essential! remapping is modifying the factory settings inside the cars ecu, so y would you have to have a rolling road?

Can this really be done off the car or is it a scam ?
My mate seems to think that they will probably have a standard setting that they would use which would be different to factory standard, but wouldn't really be set to allow for any other mod's, so really not worth doing.
Sorry for the lengthly email, but when your giving a stranger £250 to do something you want to make sure your not getting ripped off.

thats exactly what it is! they just right lots of text with fancy words so that people will think they are shit hot. don't bother. do it properly or not at all

Yeah I agree but who does this, all the searches I have done come back with remapping for Deisels.
Any ideas ?
