if someone leaves you bad feedback can you appeal against it?

but... i had a none paying buyer dispute, heard nothing back and decided i would wait payment and ended the dispute and left bad feedback as it was my understanding they couldnt

i received negative feedback and when i tried to appeal to ebay then said it didnt fall into their categories for removing neg feedback

someones saying there going to leave me bad feedback because the post office lost the item. Ive got all the proper stuff including a thing from the PO saying they accept resposibility and as soon as the funds clear into my paypal they will get a refund! The buyer seems to be a muppet. I hate ebay sometimes
