Depends if it is affecting anything on the MOT test.

no if:-
it's causing over emissions
it effects the idle tests
lambda test

They won't fail it because the light is on - as long as it is affecting anything that is tested on the MOT.

Just like they won't fail you for brake discs with a lip on them, as long as they work effectively.

i dont know what it is and cant get it fixed before mot
its when the car is started up first thing wen u rev up it only goes upto 3k revs wen its run about a min its fine its as if its not running on all cylnders but am not sure not too good with cars
