i finished season 2 yesterday

Does anyone know if the bold guy who seems to be Bill Kim's boss is the guy who Mahon is supposed to have kill and buried in his garden?

Also was was the deal with Teabag and the other guy at the end of the second season? what was the deal and who was he?
