Or police if its for a crime or sumthing.

There is a dvla v888 form

Look it up, was going to get banned as people were using to steal scooters and motorbikes.
They ask for reasons, I put there van is always sitting on my drive (live in a flat so dont even have one) and they ended up giving me the address of the van which was seen driving away with my bike in the back
