You ringing a uk mobile, if so just try the normal uk number.
If that doesn't work find out the country code, dial 00xxx and drop the 1st 0 of the original number.

Should just be regular number
Might be there mobile is set up not to receive calls from abroad, but more likely your phone not set up to make calls to abroad...if so get the bar taken off and it will work fine.

If someone is out of the country you don't need to do anything to call them differently, it's the person out of the country that has to do it different

if its a uk mobille its 0044 and drop the first 0
if its a spanish number its 0034 without takin anythin off the number.
but as said if its uk mobile they need to have roaming activated and credit
