merseyside police had photographers on the side of the road spotting people on mobiles then giving them 3 points

I just had a major distraction on my way home - road I was on goes from single carriageway (40 limit) to dual (50 limit).
There was a bloke on the pavement on the left with a camcorder pointing at traffic, so I glanced at him, a bit confused as to why he was doing it.
looked back in front to see about 50 yards ahead of me was his van, parked filling all of the first lane of the dual carriageway. I just didn't understand why he was filming oncoming traffic, while his van was parked in a clearway section of road?

It was a van with '.... Engineering' on it, didn't see the companies name.
Not sure if you know it Tom, was at the bottom of powerstation hill, going between Treforest and Church Village near Pontypridd?

I was coming up the hill, on the dual carriageway side. The bloke was stood in the entrance to the lane on the left-hand side, just after the railway bridge.
