Ensure that in all your communication which you can relay to eBay/PayPal that you need the ticket back for proof that it hasn't be used, not that your going to offer a refund.

Your missing the point. It doesn't matter whether it's been used or not - the ticket arrived before the gig, so it was the sellers responsibility to be there to collect it!

I know. But if it gets to the point that PayPal say yes, you must offer a refund as they aren't going to, I'd want to know the ticket hadn't been used.

exactly

ask for the ticket to be sent back before you send a refund

if they refuse or say that they have disposed of it, then there is no proof to ensure the ticket has not been used, and therefor no longer entitled to a refund.

asking for the ticket back is simply calling his bluff to see if he did actually go or not, nothing else.

if he flatly refuses to send it back good, if he agrees to send it back you dont have to give him a refund as tbh its his fault not yours.

tell him to GTF.

The ticket got there before the concert started, if he wasnt about to sign for it then thats his problem and should of given you an alternative address or been there.

You can go and collect them the same day if he missed signing for it anyway from the delivery place so he could of done that too.
