It looks like theyve just done them themselves/ got a bodyshop

That guy always has those lights for sale. He makes them. However you could get somone to paint you up a set fairly easily if you want...

use actual tinting spray though otherwise they will look speckled when light shines through

Don't use that tat. Get it properly done with proper laquer which has been properly tinted.

turned out fine on my car, good shine with good even coverage.
At just over £10 a can works out loads cheaper than to have it professionally done.
