get a call on my mobile every 10 mins or so from these numbers, no noise on the other end, line hangs up after about 20 secs.

01484 is huddersfield, know that straight off.....
google the others and you'll find rough area/county/location. But if it continues i would just get them barred

In all honesty Dave, it'll be telemarketing. They dial a batch of numbers, and the operator speaks to the first person to pick up. The other numbers are just cut off.

like ash said, it'll be telemarketing. Also computers will randomly dial numbers to make sure they work (ie: someone picks up) and then stores it for last use as a "working" number etc
i believe theres some telephone organisation where you can add your number to the database and it means telemarketing companies can't call you....parents have done it here, forgotten whats it called mind 
And Rob, live it bedford, house up north doesn't have a landline

only happens during the evening, my first thoughts were telemarketing, had it before but usually things about the number comes up straight away when you google them if its telemarketing.

do telemarketing use uk landline numbers ??
i had this EVERY DAY when i got my new phone. this is what i did and worked a treat
sign up on http://www.tpsonline.org.uk/tps/ all your mobile and house numbers ect
give it 2 weeks and they should start stopping during that time. maybe one or two after the second day.
Finally the fun bit, if ANYONE rings up offering you stuff that you havent told them they can ring you make the conversation go like this:
You - "Sorry who is this..."
Telemarketer - "I'm blah from blah"
You - "Are you aware that this phone number is registered with tps and therefore you are committing and illegal offence by ringing me. If you or your company ring me again i will be taking legal action"
They WILL hang up at that very second, and never ring you again !

Was just about to say this. Neo the correct response they should use is "I do apologise, but your number was used in connection with (whatever they are calling you for... its because you have an account with one of the partners of the orginisation), we do apologise. And then continue the script FOR EVERYONE'S ATTENTION!
If you do not want to receive these calls, simply tell the next one who calls you "I'm really fed up with these calls, I demand you change my details to DO NOT SOLICIT immediately!". They then have no choice, as each call is recorded so they would face disciplinary action if they don't comply with what you have said.

I once went back after 5 minutes and the guy was still there

That my friend is because the longer we are on the phone the better You shouldn't:
Keep them on the phone and say no thanks at the last minute, they will call you back as they can interprit that as being "interested"
Hang up instantly as they will then call back saying that they never got a chance to explain it. Just, as I said, say Do not solicit me at all, thank you, goodbye
