Honestly, he's doing exactly what he's supposed to. Have a word with him if you catch him and ask him nicely, but as the postboxes are downstairs in the lobby and you don't appear to have your own letterbox, he's doing his job correctly, in that he's delivering mail to a secure point (as such) and not leaving the parcels anywhere he shouldn't.
Its the same with most places with communal lobbies and whilst its a pain in the arse for the residents, you can't really do much about it.

He can't leave any parcels whatsoever in an unsafe place, such as outside your front door, but he's ok to leave a card telling you to organise collection, although it would be better if he did actually try to deliver it properly.
At the end of the day, its easier for him to deliver it, rather than carry it all the way back and fill out the paperwork for it at the Delivery Office, so he's not going to take it and return it to the office unnecessarily. There is the possibility that he isn't actually taking the parcels with him in the first place, as he's thinking that you will be out and it saves him carrying it on his round. It might be worth contacting your local office and getting them to have a word with them and make sure he is actually taking the parcels in the first place.
