i really cant find it but if i get a new one and the old one terns up will the old one be void?and how much it cost?

i lost my photocard rang them up, if you lose on bit you have to go throuth post office and pay the 19 fee, if you lose both bits you can do it over the phone and its the same price, everytime i lose a bit i just say i lost both bits, its quicker, easier and cheaper for you

I lost my photocard a few months ago, still havnt applied for a new one, if I say i've lost both parts, then I can do it over the phone? I thought that they needed a new picture for the card?
