my bro's car packed up earlier, mechanic had look and said cam belt tensioner or water pump gone. he since been told by 2 people that if he was to replace the faulty part, reset timing and put a new cam belt on, that the car will turn over. is this true or a load of balls?

Its possible, it depends if any valves got bent when the water pump and belt broke.

belt didnt actually brake and been told by a mate who knows a fair bit abt vaux engines that the engine is designed in a way that the valves fall short of the pistons in the event of something like this happening.
