thats not good - try unplugging the whole stalk then replace the fuse which blows, if it does not blow then you know that the indicator stalk is blowing fuses

it strongly possible a short circuit. If you keep trying to fit stronger fuse your wiring will be cooked finally. does your problem occur when you turn on park lamps or headlamps? I got little confused about that because of my improper english.

I don't think so. if it is so, when you fitted a 15 Amps fuse, the copper line which carries the current on the instrument panel must be burned to melt.

I think you should uncover related wiring lines (from the lights switch to park lamps and instrument panel) and firstly make a check by eye. if it is not leads to a solution then make the check by a contuniuty checker (or ohmmeter).

put a new fuse and hope it Won't blow. If so, start to move by hand the wiring loom partially when doing that keep the lights on. If you are lucky, when a particular cluster of wiring has moved, the fuse blows, then you can intensively expect this region of wiring loom..
