so, would you not admit someone with skill as a driver in their own car, could more than likely have the ability to have over 230bhp through the front wheels and still make it handle and drive around a track better than a small block with less power etc?

anything is scientifically possible but round a track is more about driving skill, tyres, brakes and suspenion than power.
