It might not be written off, with it being an old car, it might be in a barn/garage somewhere.

ive also been told that the cars are tax exempt so that might explain why it hasnt had tax for so long!

Although the car will be tax exempt the owner will still need to send off for a free tax disk each year or it will be treated as an Unlicenced vehicle, so yes i would say the car has been written off, iirc when a car is sorn you still have a date of liability meaning you have to update your sorn status yearly? i could be wrong? i know my last car had a date of liability when it was sorn
