What do i need?
The Pc i want to attach to the Tv has only a VGA output
The TV has only Scart and the usual Yellow/Red and White connectors.
What do i need to connect it up to get it to display on my Tv
Any particular cards or cables i need?

VGA cable should do it mate.
Could be wrong going to try and do it with my new 30 inch lcd tonight..

The vga cable won't do it if he only has composite and scart 
You will need something like ebay
Don't know if thats cheap or not though.

or could get a new gpu with a phono output and connect it to the tvs rgb? ive done this on mine but there is resolution problems

yep you will need a converter. A VGA to VGA cable is useless to you.
