can the standard ecu on a '94 gsi be re-mapped

Yes, the ECU can be remapped, but its quite limited and crude.

It'll more than likely involve an off the shelf map, but superchips can for example make custom maps for you ( i had one, but still wasnt good)

You can get it re-mapped using the standard ECU and a new chip with a custom map. Places like Jamsport do that. Though a re-map is only really needed if you have other mods done to the engine, like different a different cam profile.
