use mineral oil for initial startup and run in. Change to part synt 10w40 once run in.
You need the rings to bed in properly etc

yes if its new as in new piston rings, honed bores and bearings etc...
decent quality mineral oil first 500 miles
change oil and filter
decent quality mineral oil for a further 500 miles
change oil and filter
vaux 10w40 for further 3000 miles and continue oil changes at 3000 mile intervals
and use the correct running in procedure. use varied revs up to (3k rpm) for first 500 miles, up to 5000 rpm up to 1000 miles. then gradually build them up . DO NOT drive for 1000 miles on the motorway otherwise the bores will glaze over and lead to poor compression etc... use varied driving. its a good idea to do compression checks at 300 mile intervals as well during running in. this will give you a good idea of how its all running in.
also make sure your engine isnt running rich at all. with mineral oil this can be fatal.

mineral oil as said above
if its a complete engine re-build pistons the lot, best start it up, let it warm up then change oil and filter. this gets rid of any swarf etc, as you really dont want that to go round your engine when running in
