I'm almost finished decorating my new flat and would like to sound proof one room as much as possible.
The carpet of this room is coming up soon and i'd like to know if anyone knows any special materials that i could put down to help sound proof it 
i'll also be google'ing before anyone starts crying

i need to do this to my kennel, the sound of a heffer being throw around the room and penetrated is quite an audible activity iirc.

best thing really is to throw a few layers of rockwall between the plasterboards if it isnt brick and like escortgti said, you can damping plasterboards.
Otherwise not a lot you can do, apart from damping the sound - acoustic treatment like corner bass traps, acoustic tiles, acoustic sheets/boards/reflectors will helps lots and deaden the room if it's a bit bright, but decent acoustic tiles are around 40 quid each (foot square), so certainly not cheap!
A decent thick pile carpet and thick underlay will stop majority of the highs and mids going down below however. Hanging rugs off walls, duvets, pillows, thick curtains will all help to dampen the highs and mids, around the room as well as in it. Though you could have a problem with reflections if you have a lot of paintings/pictures hanging up (thats what egg boxes does, just reflects).
Also, hanging a decent solid door will help as well - but you start running into door frames supporting the extra weight of a decent sized solid door, plus can get expensive.
Only solid way of doing it, which is what most pro studios will do, is have a floating room with trible/quad glazed windows and doors. Looking at thousands of pounds to do a small room though and thats withough Air Cond.!
Best place to ask and have a butchers is Sound on Sound website, they have a few articles around about doing this, but it really is only the case of damping rather than soundproof (which is nie impossible).

When Ive been stripping out houses etc they have had sandbags above cieling/below floor.
Old fashioned way of doing it.

Believe it or not the best way to dampen sound is with....heavy curtains. I've got a studio setup here and never felt the need to hang curtains around the place but if I would if I had to; the acoustics in this room don't sound bad without any proofing.

You have got to look at the 2 types of sound, impact sound and airbourne sound, to stop airbourne sound you need to make the room air tight and not allow direct passage through a material for sound, the denser somehting is the better sound travels through it. You need to build floating walls of floors where there is a void between the 2 constructions that stops sound dead. Battens etc fixed to floors should have neoprene gaskets between them and anysurfaces to dampen sound etc.
Best thing and cheapest thing is to stuff rockwool between ya floor joists and overboard ya floor so there is no gaps between floor boards
