I'd recommend asking some people in your region about garage recommendations tbh, they vary a lot and usually what you pay for is what you get

Try taking it to somewhere which does bodywork .etc but isn't for modified cars and they usually do a better job at a better price

some bumpers on the bay at the moment, try to get a red one so you hopefully won't need a respray but with it being red there is no telling

yes it fades although you could always get a flame red and then have the entire car mopped by a bodyshop (around £60-100) and that wud even out the faded red

you really need to give it a good polish one's its done and then use some autoglym extra gloss protection.... it cant hurt to keep it regularly cleaned and waxed though

try to aim for bumpers off a car newer than 1997, they changed slightly and look better in most people opinions

i like it clean dont get me wrong, but i'd rather only have to go over it with the jet wash for 10 minutes every weekend!
