What are the laws regarding towing a car?
More specifically a tow rope

You can use a tow bar on the motorway. With a rope you can only use it to tow a car to safety. However, the car needs tax MOT and insrance for it to be on the road.

Just go and get a towing bar I got one for £25 from local car shop and they are a lot safer

Also if you passed after a ceratin date doesn't your license say you can't tow ?

You can tow, so long as the combine weight of the vehicle doesn't exceed x tonnes or 80% of the weight of the towing vehicle, you are ok for a for a car like a Corsa though as they are pretty light.
