I work in the court service so have to deal with cunts without insurance on a regular basis.
Half of them are banned from driving anyways, so they dont even bother trying to get insurance, even the ones who do have a licence take the piss when they are questioned in court as to why they didnt get insurance "well i didnt get insurance cos its cheaper to risk it and pay the £220 fine off at £5 per week" plus some of the cars they get caught in are either, A. Not worth £50 in scrap, or B. Something they would have no chance of getting insurance on anyways (Scoobys etc)

This would be the minimum penalty. IF you are a repeat offender, you are in deeper sh1t
This is correct, also if there is no one else that can drive away in your vehicle, it will be seized under S.165a of the road traffic act 1988, so you have to pay recovery and storage costs as well
Anyone who drives without insurnce is a selfish to55er, granted the penalty should be an instant disqualification and larger fine
