if i create a new selection using lasso tool and then select Copy then Paste it works fine.

if then on a new layer i do the same to a new selection i ALWAYS get the message saying 'Could not make a new layer from the selection because the selected area is empty'.

but it isn't because i've selected an area using the lasso tool again.....

Have you highlighted the layer that you want to work on?

Select the background layer, or (if you've pasted the picture in) layer 1

I never have a problem pasting on to a new layer from a selection I've made

1/ use tool to select area you wish to copy and then press ctrl-C
2/ click F7 to bring up layers and create new blan layer
3/ press ctrl-V to paste from clipboard to layer

sounds like the new selection youve made is on a new layer that is blank
