of course in the very unlikely event that it works you'd have to pay fuel tax on the water you use... but its not gunna happen anyway

you'd hardly feel at ease following a guide written by a bloke who can't spell copyright correctly, let alone the fact of running an engine on tap water is just not possible!

Thats not wholly accurate.
You can actually run your car on tap water.
Water can be converted to hydrogen and oxygen.
