I don't think ebay will do anything at all tbh.
If he doesn't want to sell you the car I doubt you'll get it.
Bad feedback is about the worst that will happen.

I could always just go up there with a trailer, cut the handbrake cable & push it on

don't think it matters if he cashes ot or not. he has been sent it and by signing for it he has recieved it.
