No, but biscuits are.
This was the big hoo har over Jaffa Cakes as the name suggests they're cakes but they are not much differant from a biscuit. Caused loads of bother at the time 
That means that they are 17.5% more expensive than they could be...

biscuits are zero rated and cakes are standard rated. If my memory serves, a jaffa cake hardens like a biscuit where as a cake just disintrigates (sp) when left for a period of time
