you're getting confused.

With a 2mb connection a good download speed would be somewhere between 230k/s - 250k/s depending on region etc...

based on that test you've just done you downloaded at 13k/s. So yes, twice the speed of a 56k dial up modem

try downloading anything from the microsoft website. See what results you get then. If it's anywhere near 13k again i'd ring them up and see what's going on.

Apparently theyre upgrading their network. They started last friday and hope to be finished by early November.

If its not right by then, there's gonna be a shitstorm and they'll HAVE to allow cancellations or partial refunds according to their representatives on the Tiscali Forums.

You may be in for a long wait, Tiscali have had problems for ages! I hope you get things sorted soon-ish, though!
