They've been able to fine you for leaving your engine running unattended for as long as I've been driving which is 4 years now so its not a new thing

Local Authorities were given the powers in 2002, before that it would have been the Police only

i think the main emphasis is on the car being "attended"

can still get fined

only example of exception they gave was traffic jams

apparantley switzerland or sweden are the only that do it currently
