Its called post-micturition convulsion syndrome, there's very little proper scientific research but either normally either put down to heat loss, nerve stimulus in that area or a parasympathetic nervous reflex, same system that focusses and waters the eyes, controls some involuntary digestive functions and also other piloerector muscles for raising hair, goosebumps etc.

Entirely pointless of course, if immensely satisfying
