Im using WS_FTP pro
and trying to set a config.inc.php file to read only
using the properties and selecting read only (chmod 444)
it does it but when refreshed it jumps to
chmod 544
and wont let me change it to anything below read and write for owner.

Anyone know whats wrong?

Use CuteFTP Pro its better and won't gash up like that.... it's not read only is it

chmod 444 = User-Read, Group-Read, Other-Read
chmod 544 = User-Read+Execute, Group-Read, Other-Read
Maybe the file itself needs to be executed, so its overiding your 444 with 544..
whats wrong with 544 anyways, the execute will only apply to 'you' only anyways..

im using phpadsnew and the config file needs to be locked otherwise it the settings can be changed.
i suppose it isnt really a problem.
but i would have thought i would have control over a file more than it having control over itself.
ive never came across this before

Any webservers I have an account on, I have direct SSH-access to a Unix-shell, so can directly use the chmod command.
Never had any problems with that refusing to accept a 444 permission-setting...

Like Dan says if you have a shell account just login and try the chmod command, WSFTP might not be using the right syntax the ftp understands (though this is unlikely).
Anything from the logs showing the client executing the command and giving an output?

also like intercepta says, 544 should be fine anyway cause everyone can only read the file.
