is there a program or a site where you can find out a persons address/telephone number or info. from a persons IP address?

No -- you can only find out the contact details of whoever has been assigned that IP block (i.e. their ISP details or their place of work if it's a big enough company).

edit: only if its a domain though, cant do this if its just an ip address

Is there any way u can hide your ip address when using programs such as torrent programs?

No -- what ever computers yours talks to will always know your IP -- would you expect your post to arrive if you hid your house address?

you can in effect "hide" your IP though so unless you specifically connect to something you remain hidden
