its a standalone PC.
the office is installed locally on the PC, and i dont think it has anything to do with the network.

If i open up word (for example), and go to tools -> mail merge -> envelope and label wizard (which most secetarys must use on a regular basis), the next box pops up, opens, then the timer stuff begins

Have you an older version of office to put on -- i.e. XP? Try that.

I think the best bet is to formet it though. If you want to do a full format then why not start the format, go home for the evening and then it will take about an hour the following morning to complete the rest of the installation and install all you programs etc. If it's an image you are using then it should do 99.9% of the work without you touching anything.

Could also be graphics drivers, printer drivers (do any printer spoolers/utilities load on Windows startup?)... Brother printers are renowned for causing this and will still work without the little 'utility'.

Could also be a 3rd party add-in to Office causing your problems... (Tools > Tenplates and Addins)

I think an OKI utility might load.
I will also download the latest graphics card driver for it.
