Any way to run this on my PC without burning out my proccessor in 3 seconds?

I'm looking for a good emulator... and also need to know where I can download 3.11 from

theres a program called win3xstart. it lets you run windows 3.1 in dos 7.1, I have the link in 10 minutes.
