Are putting in new rules to ban hooded tops, baseball caps and swearing as a hope to rule out anti-social beaviour.
I highly doubt that security would walk up to shoppers and tell them that they either take their hooded top off or they will have to leave

What happens if someone goes in there and buys a hooded top? 
top store though - I remember turning up to the bluewater meet v.late and having to waste a couple of hours before meeting up with people at southend.
Was hard not to spend a lot of money.

No i think they mean you cant have your hood up whilst in the centre that way the CCTV can capture your face.
If you have a cap or hood on then they cant get an image

true, i dont know what bus it is that goes from bromley, but stop that too.
i went to bluewater the other night, jus co i felt like driving 
the roundabouts and roads around there are feckin awesome for driving like a tit

lol the '96' i remember all the chavs running through bexleyheath piling onto the bus knocking out grannies. I hated having to get the bus over there
