A friend of mine has an answer machine message that says something like..
"Sorry I can't take your call at the moment butif you leave your name and number after the beep i'll get back to you as soon as i can. Please bear in mind that if you have withheld your number your call will not be answered. "
or something like that

Yeh, ring up customer services and ask them to bar all calls from withheld numbers and they will do it.
When someone rings it will say, this number does not accept calls from with held numbers.
Its good to stop annoying people, but I lifted the ban as people in the bank & other people who ring from work which withhold their numbers couldnt get through either.
