Slow the shutter speed and pan the camera to follow the car as you take the shot. Depending on the speed of the car that is about 180th of a second.
Best bet is to experiment, you will get ones where the car isn't sharp also if you go too slow. This one is at 1/45th.

you can but aint as nice imo

You can apply the effect later but it takes time to cut the car out and you need to apply different motion and rotational blur to the background and wheels, then your brake calipers may blur which they wouldn't naturally.

the shutter speed you use is depended on the speed of the car, the distance the car is away from you and the focal length used.
the cycle was done at 1/30s, the bikes where done at 1/125s and 1/60s of a second respectively. I find it quite hard to do
